For certain categories, I would like to customize the posts to keep them consistent.
For example, I have this post inside my “Richard’s Blog” category. I want to customize this category to have options that better facilitate blog functionality.
In other categories, I may want to add other distinct graphical elements.

You actually can customize layout with Cat Builder then assign it for certain category.
I created a cat builder layout, I then assigned Richard’s Blog to that new layout, and it only affected the top level of the blog post, not any of the blog posts.
For example. https://dorksidecookies.net/category/journals/blog/
It uses my new layout (The simple layout just says Richard’s Blog at the top).
But if you click on a post, https://dorksidecookies.net/2016/05/19/my-comic-book-childhood/, it DOES NOT use the layout.
I want to customize the look of the posts for each different category, not just the feed.
Cat Builder is only for category layout (category archives) not for single post. You may need to customize single post for certain post type.
